1)This Act was enacted in 1996 for the welfare of workers working in the building and other construction sectors. Andhra Pradesh Rules were framed in 1998.

2)Every beneficiary registered as a beneficiary under this Act shall be benefited from the welfare schemes established by the Act.

3)Qualifications for Enrollment as Beneficiaries (Section-12)

ii)The Person aged Should between 18 years to 60 years is eligible.

i)The application in the prescribed form should be submitted to the Area Assistance Officer. (Form: XXVII)

Get labor cards :

President of  Jagityala District Building Workers Welfare Association Sambu Komuraiah urged that every worker working in the unorganized sector should get a labor card and take advantage of the benefits of this card. He said that every worker should get a labor card. 30,000 if a girl is born to the recipient of this card,

Komuraiya said that 30,000 for their daughter’s wedding expenses and 1 lakh rupees compensation in case of disability. Painters, carpenters, tailors, plumbers, welders, and electricians in the unorganized sector are eligible.

Providing labor cards & and renewing the cards:

In different Mandals of the Jagityal district, transporters are paying Different rates per quintal. Sambu Komuraiah, District President of the Hamali Association of Jagityala District, asked that the officials and representatives of the market committee should fix a rate of Rs 40 per quintal.

A meeting was held with the porter workers of the district at the Hamali Sangam office in Vijayapuri. On this occasion, Komuraiah said that in Jagityal districts, the wage rates are being given to the porters at the same rate in each Mandal, so the workers in those areas are losing.

Thirty rupees per quintal in Medipally and Mallya Mandals, 40 rupees in Velgatur Mandal, 38 rupees in Sthambampally and Nalgonda villages, 32 rupees in Raikal and Birpur Mandals, 35 rupees in Taladharmaram village, 38 rupees in Kodimyala Mandal, 35 rupees in Buggaram Mandal, 45 rupees in neighboring districts Sircilla, In Siddipet district they are paying at the rate of 47 rupees.

He expressed anguish that the workers are losing money while they are paying more than 40 rupees only in the neighboring district and only in Jagityala district they are being paid Different rates per Mandal. Sambu Komuraiah, District President of Jagityal District Hamali Sangam, asked the authorities and the representatives of the market committee to take a decision to pay the porters an average rate of 40 rupees in all Mandals and villages, keeping in mind the benefits and labor of the workers and considering the current corona situation.

తెలంగాణ ప్రభుత్వము ఉత్సాహముతో అనేక వర్గాల ప్రజలకు సంఘటితంగా ఉన్న సంఘాలకు అనేక రాయితీలు ఇస్తూ ఇతర సంక్షేమ పథకాలను ప్రకటించుచున్న సందర్భములో హమాలీల సమస్యలను ప్రభుత్వము దృష్టికి తీసుకొని పోయేవారు లేక ఎలాంటి సంక్షేమ పథకాలను పొందలేక పోతున్నామని గ్రహించి సంబు కొమురయ్య, నక్క, అశోక్, సాయిల్ల కొమురయ్య గారలు అసంఘటితంగా విడిపోయి పడిపోయి ఉన్న కార్మికులను నిద్రలేపి సంఘటిత పరిచి హమాలీల సమస్యలు పరిష్కరించుకునే ఉద్దేశంలోంచి ఉద్భవించినదే ఈ జగిత్యాల జిల్లా హమాలి సంఘం.

ఆ వెనువెంటనే ప్రభుత్వ కార్మిక శాఖ, అధికారులను సంప్రదించి ఇద్దరు నిపుణులైన న్యాయవాదులు శ్రీ గుంజగదీశ్వర్ జగిత్యాల మరియు మా హమాలీలతో మంచి సంబంధాలు కలిగి మాకు తోడై నిలిచిన శ్రీ లుక్క రాజేశం అడ్వకేట్ కరీంనగర్ గారల నలహాలతో మా సంఘాన్ని తేది : 04-10-2017 రోజున రి.నెం. 236/17గా నమోదు చేసుకొని, జిల్లాలోని అన్ని స్థాయిల్లో- వివిధ స్థానాల్లో పనిచేయుచున్న హమాలీలను కలిసి మా ఏజెండా వివరించగా దాదాపు 1000 మందికి పైగా మా సంఘంలో సభ్యులుగా చేరినారు. వారికి మా సంఘం హృదయ పూర్వక స్వాగతము తెలియజేస్తున్నది.

1. భవన మరియు ఇతర నిర్మాణ రంగములలో పనిచేయు కార్మికుల సంక్షేమమునకై ఈ చట్టం 1996 సం॥లో చేయబడినది. ఆంధ్రప్రదేశ్ నిబంధనలు 1998 సం॥లో రూపొందించబడినవి.

2. ఈ చట్ట పరిధిలో లబ్ధిదారులుగా నమోదుకాబడిన ప్రతి లబ్ధిదారునికి చట్టరీత్యా ఏర్పాటు చేయబడిన సంక్షేమ కార్యక్రమముల వలన లబ్ధి చేకూరును.

3. లబ్దిదారులుగా నమోదు చేసుకొనుటకు కావలసిన అర్హతలు (సెక్షన్-12)
4. i) భవన నిర్మాణ కార్మికుడై/కార్మికురాలై వుండవలెను. (ఉదా: తాపీ మేస్త్రీ మరియు కూలీలు, ఎలక్ట్రిషియన్, ప్లంబర్, పేయింటర్, టైల్స్, వడ్రంగి, వడ్డెర కార్మికులు, ఇటుకల తయారీ కార్మికులు మరియు ఉపాధి హామి

కూలీలు మొదలగువారు).

1. ii) 18 సం॥ల నుండి 60 సం॥ల లోపు వయస్సు కలిగినవారు మాత్రమే అర్హులు.

iii) నమోదు చేయగోరు దినమున ముందు గల 12 నెలల్లో 90 రోజులకు తక్కువ కాకుండా భవన లేదా ఇతర నిర్మాణ రంగములో పనిచేసి వుండవలెను.

4. నమోదు చేయు విధానము:
5. i) నిర్ణీత ఫారం నందు ధరఖాస్తును ఏరియా సహాయకార్మిక అధికారికి ఇవ్వవలయును. (ఫారం : XXVII)
6. ii) పాస్పోర్టు సైజు ఫోటోలు (రెండు)

iii) ఆధార్ కార్డు జిరాక్స్

1. iv) నమోదు చేయించుకొనుటకు రుసుము రూ. 110/- (5 సంవత్సరాల వరకు)
2. v) సహాయ కార్మికశాఖ అధికారులందరు వారి వారి ఏరియాలకు నమోదు చేయు అధికారులుగా నియమింపబడినారు.

1. vi) ప్రతి లబ్ధిదారుడు దరఖాస్తు నందు ఫారం XXVII లోని సంక్షేమ కార్యక్రమములు లబ్ధిపొందుటకై తనపై ఆధారపడి వున్న (Dependents) వారి నామినీ పేర్లను తెలియపరచవలెను.

కార్మికులకు లేబర్ కార్డు:

అసంఘటిత రంగంలో పనిచేసే ప్రతి కార్మికుడు లేబర్ కార్డును పొందాలని ఈ కార్డుతో ఉన్న ప్రయోజనాలను సద్వినియోగం చేసుకోవాలని JAS జగిత్యాల జిల్లా బిల్డింగ్ వర్కర్స్ వెల్ఫేర్ అసోసియేషన్ అధ్యక్షులు సంబు కొమురయ్య కోరారు. శు క్రవారం ఆయన మాట్లాడుతూ ప్రతి కార్మికుడు లేబర్ కార్డు పొందాలని కోరారు.

ఈ కార్డు పొందిన వారికి అమ్మాయి పుడితే 30 వేలు, కూతురు పెళ్ళి ఖర్చులకై 30 వేలతోపాటు అంగవైకల్యం కలిగితే 1 లక్ష రూపాయల పరిహారం లభిస్తుందని కొమురయ్య చెప్పారు. అసంఘటిత రంగంలోని పేయింటర్స్, కార్పెంటర్స్, వడ్డెర, సూతరి, ప్లంబర్స్, వెల్డర్స్, ఎలక్ట్రిషియన్స్ పనులు చేసేవారు అర్హులని పేర్కొన్నారు.

లేబర్ కార్డులను అందించడం మరియు కార్డులను పునరుద్ధరించడం:

జగిత్యాల జిల్లా వర్కర్స్ వెల్ఫేర్ అసోసియేషన్ అధ్యక్షుడిగా సాంబు కొమరయ్య కార్మికుల సంక్షేమం కోసం అనేక కార్యక్రమాలు చేపట్టారు. కొత్త కార్మికులకు లేబర్ కార్డులను అందించడం మరియు ఇప్పటికే ఉన్నవారికి కార్డులను పునరుద్ధరించడం అతని ముఖ్యమైన కార్యక్రమాలలో ఒకటి.

హమాలీలకు క్వింటాళుకు రూ.40 నిర్ణయం చేయండి :

జగిత్యాల జిల్లాలో ఓక్కో మండలంలో క్వింటాళుకు ఓక్కోరేటు చొప్పున హమాలీలకు కూలీ చెల్లిస్తున్నారు. ఈప్రకారంగా హమాలీలు నష్టపోవుతున్నారని అధికారులు, మార్కెట్ కమిటి ప్రజాప్రతినిధులు క్వింటాళుకు 40 రూపాయల చొప్పున రేటు నిర్ణయించి చెల్లించేలా ఏర్పాట్లు చేయాలని జగిత్యాల జిల్లా హామాలీ సంఘం జిల్లా అధ్యక్షులు సంబు కొమురయ్య కోరారు.

బుధవారం విజయపురిలోని హమాలి సంఘం కార్యాలయంలో జిల్లాలోని హమాలీ కార్మికులతో సమావేశం నిర్వహించారు. ఈసందర్భంగా కొమురయ్య మాట్లాడుతూ జగిత్యాల జిల్లాల్లో ఓక్కో మండలంలో ఓక్కో రేటు చొప్పున హమాలీలకు కూలి రేటు ఇస్తున్నారన్నారు  దీంతో ఆయా ప్రాంతాల్లోని కార్మికులు నష్టపోవతున్నారన్నారు.

మేడిపల్లి, మల్యాల మండలాలలో క్వింటాళుకు 30 రూపాయలు, వెల్గటూర్ మండలంలో 40 రూపాయలు, స్థంబంపల్లి, నల్లగొండ గ్రామాలలో 38 రూ., రాయికల్, బీర్పూర్ మండలాలలో 32 రూ., తాళ్ళధర్మారం గ్రామములో 35 రూపాయలు, కొడిమ్యాల మండలంలో 38 రూపాయలు, బుగ్గారం మండలంలో 35 రూపాయలు, పొరుగు జిల్లాలైన సిరిసిల్లలో 45 రూపాయలు, సిద్దిపేట జిల్లాలో 47 రూపాయల చొప్పున చెల్లిస్తున్నారన్నారు.

కేవలం పొరుగు జిల్లాలో 40 రూపాయలకు పైగా చెల్లిస్తుండగా కేవలం జగిత్యాల జిల్లాలోనే మండలానికి ఓక రేటు చొప్పున చెల్లిస్తుండగా కార్మికులు నష్టపోతున్నారని అవేదన వ్యక్తం చేశారు. కార్మికుల ప్రయోజనాలను, శ్రమను దృష్టిలో ఉ ౦చుకొని ప్రస్తుత కరోనా పరిస్థితులను పరిగణలోకి తీసుకొని హమాలీలకు అన్ని మండలాల్లో, గ్రామాల్లో కలిపి సగటు రేటు 40 రూపాయలుగా నిర్ణయించి చెల్లించేలా అధికారులు, మార్కెట్ కమిటి ప్రజాప్రతినిధులు నిర్ణయం తీసుకొని రెండు సంవత్సరాల వరకు ఈరేటు అమలయ్యేలా నిర్ణయం చేయాలని జగిత్యాల జిల్లా హమాలి సంఘం జిల్లా అధ్యక్షులు సంబు కొమురయ్య కోరారు.
