Throughout my journey in public service and leadership, I have been deeply committed to advocating for the rights and welfare of marginalized communities, particularly focusing on the empowerment of nomadic tribes and backward classes in Andhra Pradesh. Starting as a District General Secretary for the NSUI in Kadapa in 2007, I embarked on a path dedicated to student rights and educational reforms. Joining the Indian National Congress in the same year marked the beginning of my formal political career, where I tirelessly worked to address the concerns of my constituents and contribute to the party’s mission of social justice.
Transitioning to the YSR Congress Party in 2010 was driven by a strong belief in its vision for progressive governance and inclusive development. Serving as a State Executive Member and later as State Youth Working President and Vice President, I have strived to empower youth and advocate for policies that uplift disadvantaged communities. My leadership roles in various welfare associations and as State General Secretary of the National B.C. Welfare Association since 2014 have enabled me to push for affirmative action, educational opportunities, and economic empowerment for backward classes across the state. Through initiatives like identity card issuance, housing rights, and financial support for nomadic tribes, I aim to ensure equitable development and a brighter future for all.

Childhood and Family Background:
Manoj Kumar was born on June 1, 1990, in Kadapa, Andhra Pradesh, to Mr. Maddileti and Mrs. Narasamma. Raised in a nurturing environment, he imbibed strong values of dedication and community service from his parents. His formative years in Kadapa town were marked by a focus on academic excellence and active participation in extracurricular activities, laying a solid foundation for his future endeavours.
Manoj Kumar completed his Secondary Board of Education at Sadana High School in 2005, And he was a School People Leader(SPL), where he demonstrated early leadership qualities and a keen interest in social issues. He continued his educational journey and pursued his Intermediate studies at Nagarjuna Junior College, Kadapa, graduating in 2007. His academic pursuits continued at K.S.R.M College of Engineering, Kadapa, where he earned his Bachelor of Technology (B.Tech) degree from 2007 to 2011. During his college years, Manoj Kumar actively engaged in research projects and community service activities, shaping his commitment to contributing meaningfully to society. His educational background equipped him with technical expertise and nurtured his leadership skills, preparing him for his subsequent roles in the professional and political spheres.
Early Leadership and Political Involvement
Role in NSUI:
In 2007, Mr Pasupuleti Manoj Kumar embarked on his political journey by serving as the District General Secretary for the National Students’ Union of India (NSUI) in the Kadapa District. This role began his commitment to student leadership and political activism. During his tenure, Mr. Manoj Kumar was pivotal in advocating for student rights and addressing key issues within the educational sector. His efforts fostered a sense of unity and purpose among the student community, significantly contributing to the growth and success of NSUI in the region. His early involvement with NSUI demonstrated his dedication to public service and inspired many young individuals to participate in the political process.
Joining the Indian National Congress (INC) (2007)
In 2007, Mr. Pasupuleti Manoj Kumar took a significant step in his political career by joining the Indian National Congress (INC). His entry into INC marked the formal beginning of his journey in the political arena, showcasing his dedication to public service and governance. During his time with INC, Mr. Manoj Kumar worked diligently to address the concerns of his constituents, earning respect and recognition within the party.
Transition to YSRCP (2010)
Recognizing the evolving political landscape and driven by a desire to bring about meaningful change, Mr. Manoj Kumar strategically decided to join the Yuvajana Sramika Rythu Congress Party (YSRCP) in 2010. His transition to YSRCP highlighted his commitment to the party’s progressive vision and its focus on the welfare of the people. As a member of YSRCP, he continued to work tirelessly, contributing to the party’s initiatives and strengthening its presence in Andhra Pradesh.
Appointment as State Executive Member of Andhra Pradesh, YSRCP – 2016
Mr. Manoj Kumar’s relentless dedication and hard work did not go unnoticed. In 2016, he was appointed as a State Executive Member of Andhra Pradesh for YSRCP. This prestigious position allowed him to play a crucial role in shaping the party’s strategies and policies at the state level. State Youth Working President Of Andhra Pradesh Poosala Sangham (2018):
In 2018, Mr. Manoj Kumar assumed the role of State Youth Working President in Andhra Pradesh, marking a significant milestone in his political career. Empowerment and Support for Nomadic Tribes: A Comprehensive Approach
Issuance of Identity Cards:
The Andhra Pradesh Government is actively facilitating the issuance of identity cards to nomadic tribes. These cards are essential for recognizing and validating the identity of nomadic individuals, ensuring their access to government services and entitlements.
Political Representation and Empowerment:
Recognizing the underrepresentation of nomadic tribes in legislative bodies and administrative positions, efforts are underway to create reserved seats and nominated positions in legislative assemblies and councils like the Rajya Sabha. This initiative aims to empower nomadic communities politically, acknowledging their financial constraints and ensuring their voices are heard at the highest levels of governance.
Establishment of Permanent Commissions:
To address systemic issues and ensure sustained support, proposals are being made to establish permanent commissions dedicated to the welfare of nomadic tribes at the state level. These commissions would be tasked with advocating for the rights, development, and socio-economic inclusion of nomadic communities across Andhra Pradesh.
Housing and Land Rights:
The government is committed to providing housing for homeless nomadic individuals and allocating agricultural land to landless nomads. These initiatives aim to address the housing insecurity and landlessness faced by many nomadic families, promoting stability and improving their quality of life.
Recognition and Support for Traditional Artists:
Recognizing the cultural contributions of nomadic traditional artists, plans are in place to provide them with recognition and support. This includes granting pensions of Rs. 10,000 per month to eligible traditional artists, ensuring their financial security and preserving cultural heritage.
Observance of Liberation Day:
In a gesture of recognition and solidarity, the Andhra Pradesh Government plans to annually observe Liberation Day for Nomadic Tribes on 31st August. This commemoration highlights the struggles and achievements of nomadic communities, promoting awareness and appreciation of their cultural heritage and contributions.
Financial Support and Subsidized Loans:
To foster economic independence and entrepreneurship among nomadic families, the government is facilitating access to loans ranging from one lakh to five lakh rupees with a substantial 90% subsidy. This financial support aims to enable nomadic individuals to start or expand their businesses, enhancing their economic prospects and livelihoods.
Educational Opportunities and Institutions:
Special initiatives are being launched to ensure educational opportunities for children and youth from nomadic tribes. This includes establishing special Gurukulas, Navodaya schools, and educational institutions specifically tailored to the needs of nomadic communities. These efforts aim to bridge educational gaps and empower nomadic youth through quality education from kindergarten to postgraduate levels.
Political Engagement and Representation:
In a bid to promote political participation and advocacy, efforts are underway to establish dedicated cells within all political parties for nomadic tribes. These cells will work to raise awareness about nomadic issues, encourage political engagement among community members, and advocate for their interests within the political sphere.
Formation of Special Corporations:
Proposals are being considered for the formation of a dedicated corporation, specifically aimed at addressing the socio-economic needs of nomadic tribes. This corporation would focus on implementing targeted developmental programs, providing economic opportunities, and fostering community empowerment through sustainable initiatives.

- In 2007, he worked as NSUI District General Secretary in period of 2007 to 2010
- In 2010, he campaigned diligently to win the YSRCP MP seat for Ys Jagan Mohan Reddy.
- In 2014, in the general election. Worked for the party on behalf of three division members in the Kadapa constituency.
- In 2017, he attended YS Jagan Mohan Reddy’s gathering announcing the new Navaratna Prajaprasthanam plan. This event took place in Vijayawada, close to Nagarjuna University.
- He participated in the by-elections in Nandyala.
- He Participated in Praja Sankalpa Yatra launched by YS Jagan Mohan Reddy at Idupulapaya.
- He actively participated in district-level and constituency-level plenary sessions in the Kadapa District and supported party growth.
- On YS Jagan Mohan Reddy’s directives, several schemes seeking special status were implemented at the district and state levels.
- District and state-level measures have been undertaken for the steel industry in Kadapa.
- In 2018, he attended Y.S.R.C.P. committee meetings at the District and Constituency levels.
- He participated in the Praja Sankalpa in the Krishna, West Godavari, East Godavari, Vizianagaram, and Srikakulam Districts in 2018-2019.
- Many activities were held honouring Dr Y S Rajeshkar Reddy’s birthday in 2018, with Mr Koya Mohan Raju assisting as the Chief Guest.
- In 2019, an election campaign was being conducted in their region to win the elections, and he practically supported the party to win the election on behalf of the Poosala and B.C castes.
- During the general election, MLAs, MPs, and MLCs convened to enhance the party’s majority through the Nomadic, semi-nomadic, Poosala, and B.C. castes.

- In the 2021 municipal elections of Kamalapuram, the election in charge, known for their diligent efforts, ensured the candidate with the highest majority emerged victorious.
- In the 2021 by-elections in Badvel, campaigns were conducted in the 15th and 18th wards, and in Porumamilla Poosala Colony, P.P. Kunta emerged victorious as the MLA candidate.
- In the 2022 Athmakur by-elections in Nellore, the campaign led by the division in charge resulted in the election of the MLA candidate.
SOCIAL ACTIVITIES :
- Ration card-related problems have been solved who are struggling with the shortage of essential commodities provided by their government with the ration card problem.
- Manoj Kumar is always working for the people. His service is priceless.
- He started many works like enrolling poor students in schools, helping the disabled, admitting the elderly to old homes, etc.
- He continues to work for the development of the village by repairing the roads in his town and Mandal, filling up potholes, removing garbage from the side of the streets, and cleaning the water tanks.
- Orphans living on the roads are provided with blankets, clothes, fruits, vegetables, and essential items.
- Manoj Kumar distributed vegetables, fruits, and medicines to the village’s unhealthy students and needy people. He supported the town’s poor people financially and donated a certain amount to the merit students for their higher education.
SERVICES DURING PANDEMIC COVID-19 :
- Distributed vegetables and fruits to the villagers, Migrants, needy ones, and Municipality workers during the covid-19.
- Food item packets for rickshaw drivers and migrant laborers were distributed whose livelihood has been affected during this lockdown period.
- He apportioned Masks, Sanitizers, and food to the poor and also contributed to them financially. An awareness camp was held in the village to spread awareness about social distancing and follow precautionary measures to prevent the Epidemic in Corona.
- Sodium hypochlorite solution was sprayed all over the village for the safety of the town.
- He worked all day (Day and Night) during the covid period and looked after the people. He is constantly available mainly to the poorest people in the zone.

దారిద్ర్య రేఖకు దిగువన నివసిస్తున్నా ఆంధ్రప్రదేశ్ పూసల సంఘం వైస్ ప్రెసిడెంట్ మనోజ్ కుమార్ కరోన టైం లో దెబ్బతిన్న NT, DNT, SNT కులలాలకు వేగంగా బ్యాంక్ తో సంబంధం లేకుండ సబ్సిడీ రుణాలు ఇవ్వాలని 2లక్షలు govt ఇస్తే 50 %సబ్సిడీ ఇచ్చే విధంగా ఉండాలి అని ప్రభుత్వవాన్ని వినవిచుకోవడం జరిగింది అలాగే మీరు పాద యాత్రలో ప్రకటించిన విధంగా మా పూసల కులాన్ని ST,DNTల గుర్తించి తగు న్యాయం చేయవలసిందిగా కోరుతున్నాం. కేంద్రానికి సంబంధించిన ఇధాదే గాదె కమిటీ కమిషన్ సెంట్రల్ లో NT DNT పూసల కులంలో DNT లో చేరుస్తాం అంటే మన రాష్ట్ర ప్రభుత్వం NT ల లో చేర్చడం జరిగింది దీనిపై మన ప్రభుత్వం దృష్టి పెట్టాలని న మనవి.
దీని వలన మాకు తీవ్ర నష్టం జరిగింది కారణం DNT లలో MBC లలో కరెంట్ బిల్లు మొదట 100 యూనిట్లకు ఉచితంగా ప్రకటించిన విషయం తెలిసిందే కానీ దీనికి మేము అనర్హులుగా ఉన్నాం మేము సంచార జాతులలో ఉన్నాం మమ్మల్ని MBC లలో పంపండి మేము కూడా పథకాలకు అర్హులు అవుతాం కేంద్ర రాష్ట్రం ప్రభుత్వం గుర్తించి తగిన న్యాయం 15% రిజర్వేషన్లు అందిస్తారని వేడుకుంటున్నాం
NT DNT SNT MBC లు రాష్ట్రంలో ఉన్న ప్రతి ఒక్కరు రాష్ట్రంలో నివసిస్తున్న వాళ్ళు అందరూ అశ్లీల పన్నును కట్టకుండా మినహాయింపు చేయాలని కోరుకుంటున్నానుఅశ్లీల పన్ను ను రద్దు చేయాలని కోరుకుంటున్నాముఉదాహరణకు ; రోడ్లపై ఉన్న గాజుల బండి ,గంప,కుంకుమ,మరియుప్లాస్టిక్ బొమ్మలు, ఇతర ఏదైనా మా పూసల కులస్తులు రాష్ట్ర ప్రభుత్వం పరిగణలోకి తీసుకోవాలని,మరియు దేవస్థానం వద్ద సంచార జాతులకు సంబంధించిన,సర్టిఫికెట్ కానీ,ID కార్డ్ కానీ చూపించిన వారికి ముందుగా చూపించిన పూసల కులస్తులకు ,వ్యాపారం చేసుకోవడానికి స్థలాన్నికి పన్ను కట్టకుండా చూడాలని మన రాష్ట్ర ప్రభుత్వాన్ని సంవినయంగా కోరుకుంటున్నాము
అలాగే దేవస్థానాలలో టీటీడీ, తిరుపతి ,శ్రీశైలం, చిన్న తిరుపతి అలాంటి ప్రఖ్యాత గాంచిన గుడీలలో ప్రభుత్వం నిర్ణయించిన ,నామినేట్ పదవులలో మాకు ముందుగా 15% కోట ఇవ్వాలని ఎందుకనగా మేము చాలా దారిద్ర్య రేఖకు దిగువన ఉన్న కులాలు ఆకలికి పస్థులు కఠిన దరిద్రంగా ఉన్నాం కాబట్టి NT DNT కులస్థులం కాబట్టి కేంద్ర ప్రభుత్వాన్ని రాష్ట్ర ప్రభుత్వాన్నీ రాజకీయంగా ,ఆర్ధికంగా ముందుకు తీసుకెళ్ళాలని కోరుకుంటున్నాం. మేము సంచార జాతులలో కేంద్ర రాష్ట్ర ప్రభుత్వాలు పూసల సంచార కులస్తులకు ఎటువంటి సర్టిఫికెట్ లేవు కావున గుర్తించి cast సర్టిఫికెట్ ఇప్పించవల్సిందిగ కోరుతూ ఉదాహరణకు; లాయర్ నోటరీ and లోకల్ లీడర్ గుర్తించి ఇచ్చే విధంగా రాష్ట్ర ప్రభుత్వానికి,BC మంత్రి వర్యులకు,మరియు కలెక్టర్ లకు RDO లకు,MRO లకు కోరుకుంటూ దీనిలో ఇంటి పేరు ను బట్టి కాకుండా అంటే ఇంటి పేరు పసుపులేటి అంటే దీనిలో కూడా చాలా కులాలు ఉన్నాయి కాబట్టి గమనించి ఇంటి పేరుని బట్టి కులాన్ని నిర్ధారించారదని govt వారిని కోరుకున్నతున్న
అలాగే కరోన సమయంలో వ్యాపారాలు లెక కొంతమంది చాలా ఇబ్బందులు పడ్డారు . కరోన సమయంలో చనిపోయిన మా సంచార జాతులకు,పెదలకు,అవ్వలకు,అక్కలకు,చెల్లెలు,తమ్ముళ్లకు, 10 లక్షలు ఎవ్వవల్సిందిగా కోరుతున్నాం విధి విధి కి ప్రతి ఊరు వాడ వాడ తిరిగితే వచ్చిన రోగాలతో బలైపోయిన కుటుంబాలు మనవి.స్త్రీలు ఎక్కువగా కష్టపడే కులాలు రెక్కాడితే డొక్కాడని జీవితాలు మావి దీని వలన చాలా కష్టలు పడుతున్న వారు ఉన్నారు
