M.S. Prabhakar Rao is a Member of the Legislative Council(MLC) of Hyderabad, Telangana. He was born on 01-05-1961 to M.R. Sham Rao and M.S. Laxmi Bai.

In 1984, He completed Graduate B.A. from Nizam College, Osmania University. He married Usha Sree.

He started his Political Journey with the Congress Party. From 2010-2014, He was a member of the Andhra Pradesh Legislative Council(MLC) from the Congress Party. In 2013, He was the Congress Party Whip.

From 2014-2015, He was the Chairman of the Ethics Committee in Telangana Legislative Council. From 2014-2019, He was served as a Member of the Telangana Legislative Council(MLC).

He was the Member of the Committee on Estimates, Rules, and Assurances in the Telangana Legislative Council. He joined the Telangana Rashtra Samithi(TRS).

In 2019, He was elected as a Member of the Telangana Legislative Council(MLC) of Hyderabad, Telangana. In 2019, He was the Govt. Whip of Telangana.
