Golla Babu Rao was the Member of the Legislative Assembly(MLA) of Payakaraopet Constituency from the YSRCP party. He was born in 1956 to Golla Satyam. He has completed P.G. and M.A from the University of Jabalpur, MP D.N. College in 1980. He has completed his LLB from Osmania University, Hyderabad in 1985.
He joined the Congress party. In 2009, in Andhra Pradesh Legislative Elections, He was won the post of Member of Legislative Assembly(MLA) of Payakaraopet with the highest majority of 50,698 votes from the Congress party.
He joined the YSRCP(Yuvajana Sramika Rythu Congress Party) and was the Senior Leader. In 2012, Babu Rao elected By-Election as an MLA of Payakaraopet from YSRCP.
In 2019, Andhra Pradesh Legislative Elections, He elected as Member of Legislative Assembly(MLA) of Payakaraopet Constituency with the highest majority of 98745 votes from the YSRCP.
